Whereas approximately 6 percent of married couples lived in poverty as of 2009, nearly 17 percent of single men lived in poverty and almost 30 percent of single women, according to the National Poverty Center. 
In New York, single parents with low incomes have a host of college grants for which they may apply, and should therefore complete the Free Application for Federal Student Aid to determine income eligibility.
Pell Grants
While the government does not award federal funds based on marital status, it does award grants according to income. As such, the first grant for which single parents in New York with low incomes should apply is the Pell Grant. 
Single parents who earn $20,000 may qualify for up to $5,550 a year, although they may qualify if they earn less than $50,000. Most important, Pell Grant recipients may be entitled to other government grants.
Tuition Assistance Program
The New York State Tuition Assistance Program (TAP) is a program available only to New York residents. As TAP is a need-based program, students will need to divulge total income. The award amount varies, but students who are single with dependents may be eligible for up to $5,000 per academic year. The award amount is based on whether students are enrolled in graduate programs or undergraduate programs.
Educational Opportunity Programs (EOP)
While the State University of New York's Educational Opportunity Program requires that students demonstrate the ability to complete college-level programs, eligibility primarily is centered on students' financial needs. There are income scales to which students must adhere. 
For example, as of 2011, single parents with two children are eligible for assistance if they earn less than $32,780, though there are other factors to consider, such as other incomes.
Search for Education, Elevation and Knowledge
The New York States Search for Education, Elevation and Knowledge program assists the economically disadvantaged. City University of New York students who have completed the Free Application for Federal Student Aid must complete a TAP application also. 
Then students may be eligible for close to $500 for general expenses as well as TAP. Single parents are awarded funds for the school year according to an income scale.
Private Scholarships
For New York-based private scholarships, single parents with low-incomes should visit Fastweb, one of the largest databases of private scholarships. Under the unique situation scholarships category, students can find college scholarships based on factors such as their status as single parents, public housing residents or public assistance recipients. 
For example, the Anne M. Buscaglia Scholarships and the Challenger Award distributes $5,000 and $1,500 respectively to single mothers.

Two state agencies in Maryland operate eight housing assistance programs that can help single mothers in Maryland. They're not all grants programs, but they each seek to stabilize your family's economic situation by providing you with services and keeping your family in safe affordable housing. The Maryland Department of Housing & Community Development and the Maryland Department of Human Resources are two resources to connect with to get help.
Housing Choice Voucher Program
One of your first lines of defense against a serious housing issue is a federally funded, Maryland-administered program known as the Housing Choice Voucher Program. Formerly known as Section 8, the program provides subsidies of your rent, so you pay a portion and the government pays a portion. 
Your portion would be no more than 40 percent of your monthly income. You're allowed to find your own home, but it has to meet certain quality standards. The program is for low-income families, and what's low income is indexed to people in your area. To be eligible, your annual income can't be greater than 50 percent of the area median income.
Rental Allowance Program
The Maryland Department of Housing & Community Development also runs the Rental Allowance Program. Through RAP, as it's known, the state gives money to local governments to dole out in grants to low-income families who either are homeless or have an emergency housing need. Its goal is to get families off the streets and into permanent housing. You can receive the allowance for up to 12 months. In most cases, you can apply through your county social services agency.
Homelessness Prevention & Housing Counseling Programs
Maryland Department of Human Resources's Office of Grants Management runs five housing programs that can help single mothers. You can call 410-767-7285 to apply for help from each program. The Homelessness Prevention Program is for families with a pending eviction. The program doesn't provide money, but access to support counselors to work with you and your landlord to prevent the eviction. The Housing Counselor Program operates only in Baltimore, Harford, Montgomery and Washington counties, as well as Baltimore City. 
This program assists low-income families who are homeless or in "imminent danger of becoming homeless." It helps you find and rent permanent housing. The counselors help you establish adequate credit and apply for subsidized housing. This program puts you in touch with organizations that will help you with first and last month's security deposits, paying your utilities and getting you furniture. 
It also helps you when you're jeopardized by a rent increase or get a new job that's too far away from your home when you don't have stable transportation. It helps you locate space nearer your new job and a public transportation route.
Service-Linked Housing Program
The Service-Linked Housing Program seeks to prevent an episode of homelessness by stepping in to help in a precarious economic situation. It connects you with health-care services, education and job training, employment, addiction services and other types of counseling. It only operates in 12 of Maryland's 23 counties, and in Baltimore City.
Emergency and Crisis Situations
The state also provides a network of shelters for people who are homeless. You can contact a shelter for help using the Directory of Maryland Emergency Shelters and Transitional Housing Programs (see Resources). In addition, the state has special crisis shelters in Baltimore City, Anne Arundel, Baltimore, Calvert, Carroll, Cecil, Garrett Harford, Montgomery, Prince George's, Somerset, St. Mary's, Wicomico and Worcester counties. They are essentially safe houses for women who are homeless and fleeing dangerous situations. They provide room and board and referrals to physical and mental health care, employment services and case management.

This helps reduce the financial strain placed on parents and may help keep some mothers with children off the streets. Habitat for Humanity also offers permanent solutions for single mothers in need of housing by enlisting volunteers to build a sustainable shelter.

Being a single parent and going to school is challenging, especially financially. There are grants and scholarships available to single mothers, but also some aimed specifically at single Hispanic mothers. The government gives some of the grants to help single mothers get an education, but there are private scholarships available as well.
Pell Grant
The Pell Grant is given by the government in cases of financial need to help with college expenses. Grants, unlike loans, do not have to be paid back. The first step to receiving a Pell Grant is filling out the FAFSA. The Free Application for Federal Student Aid, or FAFSA, is a form detailing a person's financial information, so the government can determine need. Single mothers often qualify for more money because of their need. Pell Grants can be from $400 to $5,350.
State Funds
Certain states may offer grants to single mothers who want to begin or continue their education. For these grants, mother will have to fill out the FAFSA as well (filling it out once a year will be sufficient. It does not need to be filled out more than once a year). A parent will need to be able to show that there is a financial need, the parent is a resident of the state, and that the parent has custody of the child. The amount of money a parent receives will be determined on the amount of need that is determined by the FAFSA.
Hispanic College Fund
The Hispanic College fund gives away scholarships every year to people of Hispanic heritage who demonstrate a desire to succeed academically. There are many organizations affiliated with this fund who will give scholarships to Hispanic single mothers. Applying for these scholarships is the first step in receiving them. The deadlines for these vary, so the best thing to do is apply as soon as possible. The Hispanic College Fund also requires a letter of recommendation---important to keep in mind when organizing around deadlines.
Soroptimist
The organization Soropotmist is an organization that is community focused, particularly on women and their relation to community. They help women get an education and achieve their professional goals. There are different scholarships available from this group; however, a woman must become a member first.
Sallie Mae Fund
For Hispanic students who are the first in their family to pursue a college career, The Sallie Mae Fund has scholarships of $500-$5,000 available. Applicants must demonstrate financial need and must also have a 3.0 - 4.0 GPA. They also must be U.S. citizens and plan on enrolling at a college in the U.S. full time.
Toyota Scholarship Program
The Hispanic Scholarship Fund has partnered with Toyota to provide scholarships to people in the Hispanic community. This scholarship applies only to people of Hispanic origin who reside in the greater Los Angeles area; Houston, TX; San Antonio, TX; New York City, NY; Miami, FL; Atlanta, GA; and Chicago, IL. Applicants must be U.S. residents with 3.0- 4.0 GPAs and intend to attend a 4- year college full time.
Hispanic Scholarship Fund
The Hispanic Scholarship Fund has partnered with many other companies and organizations to offer scholarships to people in the Hispanic Community. There is a database of scholarships available and their deadlines so it is easy to see what is still available and what deadlines have passed. Applying on the website will automatically bring up a list of what opportunities match up to each person.

It takes patience to locate grants. You’ll find that there are business, housing and college grants for single mothers. However, you have to find the right resources to help you locate this financial assistance, and it's important to be aware of scams—for example, those that ask for money up front or "guarantee" they'll send you money. Keep in mind, too, that in many cases the money will not be advertised as "grants for single mothers"—but often there are grants for low-income individuals for which you can qualify. Just because the money isn’t described as “college grants for single mothers” doesn’t mean it’s not a source of financial assistance. Before you begin searching for grant money, consider all of the categories that you may qualify for because this will help open your eyes to the various avenues that may lead you to money for your schooling.

Grants for Housing Expenses
There has been an increase in homeless families across the country, many of whom are headed by single mothers. Even those who have been able to keep a roof over their heads can find it hard to keep up with housing expenses. Therefore, many single moms are looking for local or government grant money. It can take some digging to find the right sources that offer housing assistance. The good news is, there are several federal programs that can help. The programs usually channel funding through state or local authorities.
These agencies offer various government grants for single mothers and other low-income individuals. The following should provide some solid leads.
Housing Choice Voucher Program. Through public housing agencies around the country, the federal government provides financial aid for single mothers in the form of vouchers that help cover the costs of rent. Options are not limited to subsidized housing, but your income level, rent and chosen apartment must meet certain guidelines in order for you to qualify. (A program called the Veterans Affairs Supportive Housing Program combines this grant money with clinical services.) State and Local Agencies. Like many college grants, you must apply by completing the Free Application for Federal Student Aid (known as the FAFSA). Note: When they say "free" application, they mean it; you can fill this form out directly and should not have to pay anyone to do it for you, unless you so choose. Not all federal grants are free. This is one of the rare free applications that you’ll find out there.
Other Federal Grants. The federal government has several other school grants for single moms, most of which require you to be Pell Grant-eligible and fill out the FAFSA (see above). Here is a list of grants. The Supplemental Educational Opportunity Grant is for those with exceptional financial need and offers $100-$4,000. The Academic Competitiveness Grant is for single mothers who completed secondary school after 2005. This grant offers financial aid that can be as much as $750 in the first year or $1,300 in the second. The National Science and Mathematics Access to Retain Talent (SMART) Grant (for third- or fourth-year students) offers up to $4,000. The Teacher Education Assistance for College and Higher Education is great if you’re looking for grants for students who want to prepare for a career in teaching. You can get as much as $4,000 with this option. However, not all financial aid comes free. In this case, it must be repaid unless you teach for four years in a low-income or high-need area. Another option for single mother grants is the Iraq and Afghanistan Service Grant for students under 24 whose parents died in service after September 11, 2001. Although this may not apply to a large population of women, it’s worth mentioning. This money is equal to the Pell Grant maximum, which changes yearly. Single moms aren’t the only people who can qualify for these grants, but it’s a great place to start looking for financial aid. Check the Web for more full descriptions and eligibility information about grants for single mothers to go to college.
National and Local Scholarships. Generally merit-based rather than need-based scholarships are similar to grants in that they don't need to be repaid. Many national corporations and associations offer educational scholarships, including Google (They offer grants for single moms going to school for computing and technology development.); AARP (They have financial aid for single mothers over 40.); the Jeanette Rankin Foundation (You can find grants for women over 35.); and the Association for Women in Science. In addition to these, you may also find local or state grants. The federal government also has a searchable database of scholarships that you may want to check out. (Many of these grants are specific to certain colleges.) Be sure to check with local organizations and schools to see if they offer financial help, too. As always, beware of scams; you should never have to pay money to win money. The free grants are probably your best bet.
Your Company. If you work and are going back to school, check with your employer to see if they have any grants for single mothers. An estimated 60 percent of U.S. companies offer tuition assistance as an employee benefit. The IRS currently allows companies to provide up to $5,250 a year per employee (though not all are so generous), so your employer may be able to help you out. There are organizations that help single mothers in South Carolina, Michigan, Oklahoma and most other states. As previously mentioned, not all grants are free. Be aware that many education grants usually come with strings attached: Your academic performance will often set the bar for how much money you get. Some companies ask you to pay the costs and then reimburse you later. Other companies have a requirement that you work for them for a certain length of time after you've completed your education before they’ll agree to offer you money for college. If those requirements work for you though, you may be able to take advantage of the company’s grants for college.

Huggies MomInspired. Twice a year, the diaper giant awards grants of $1,000-$15,000 to support innovative products or start-up businesses. Ideas don't have to be diaper-related, although the winners so far have been primarily parent- and child-related. Although this is not specifically geared towards offering financial help for single moms, it’s definitely a place to find money for your business.
American Association of University Women. This national network of individuals and institutions offers several different grant opportunities and financial assistance for single mothers, including a Career Development Grant for graduate studies and technical training and a Community Action Grant for projects that foster equity for girls and women.
Small Business Administration. Although it does not offer grants for single moms, or any individuals for that matter, the Small Business Administration's Office of Women's Business Ownership is an excellent source of information on how to start and finance a business.

About CCR and SAM

What is SAM?
The System for Award Management (SAM) is a free web-site which consolidates Federal procurement systems and the Catalog of Federal Domestic Assistance.

What happened to CCR? 
On July 30, 2012, the Central Contractor Registration (CCR), FedReg, ORCA and EPLS were migrated into the System for Award Management (SAM).

Why should I Register with SAM?
Grants.gov will actively reject submissions from organizations without current SAM registration.  Per 2 CFR Part 25, all grant applicants must have current SAM status at the time of application and throughout the duration of any Federal award. In addition, registering with SAM will allow you to access the full functionality of the SAM system.

How do I register with SAM?
You can register with SAM at http://www.sam.gov. You only need your personal information to create an account on SAM.

I was registered with CCR, do I need to register with SAM?
If you were already registered with CCR, you don’t need to do anything now. If your record was scheduled to expire between July 16, 2012 and October 15, 2012, CCR/SAM is extending your expiration date by 90 days. You will receive an e-mail notification from CCR when your expiration date is extended. You will then receive standard e-mail reminders to update your record based on this newexpiration date. Those future e-mail notifications will come from SAM.

What if my CCR/SAM registration has expired?
Grants.gov will actively reject submissions from organizations with expired CCR registration. If your SAM registration is expired and you attempt to submit an application, you will receive a rejection email indicating that your SAM account is expired. Your organization will be required to go to SAM and renew the registration.
 
How can I check my CCR/SAM registration status?
Applicants should verify their SAM status and renew registration if needed. You can check your SAM status at SAM.gov.

Who should I contact if Grants.gov rejected my grant application because of problems with my SAM account?
Grants.gov has no control over your CCR or SAM account. You must contact SAM.gov to ensure that your SAM registration is current. You may also contact the grantor if you believe that you were unable to meet the application deadline due to a problem caused by SAM.gov.
